[Carpet] [Carpet-experimental-darcs] Carpet: Add aliased function GetCoordRange

Does the interpolator know that, when called in global mode, it should take
into account the basegrid extent rather than whatever is reported by the new
GetCoordRange function?
Or is the GetCoordRange return value dependent on whether we are in global or
level mode?
Also, what is the meaning of a coordinate range (i.e., a box-shaped
specification) when the grid-layout on a given refinement level is not
box-shaped?
