[Carpet] Problem with outer buffer zones

Yosef Zlochower found a problem with outer buffer zones in Carpet.   
Outer buffer zones are not correctly synchronised between  
processors.  Inner buffer zones work fine.  You are using outer  
buffer zones if and only if you set the parameter  
"Carpet::use_outer_buffer_zones" to "yes".

It turns out that the correction to this problem is more complicated  
than I would like, and may potentially lead to problems with inner  
buffer zones, which do work fine at the moment.  I will therefore at  
the moment not correct this problem in the stable versions of  
Carpet.  Instead, please revert to using inner buffer zones.

You can achieve the same functionality with both inner and outer  
buffer zones; the only difference is that your parameter settings are  
slightly more complicated.  As far as I know, many people still use  
inner buffer zones, and I really do not want to create any problems  
for them in the stable versions of Carpet.
