[Carpet] regridding?

Coming back to the issue -- the idea is that, while regridding from any level
of any other level is supported (or at least, possible) the postregrid bin
assocciated with a particular redefined grid is not scheduled.
Isn't this more misleading than having coarser-than-current-level regrid
requests delayed? In fact this is done when one requests dropping of the
finest level. With post-regrid on the next coarser level.
