[Carpet] cost of repeated calls on CCTK_SyncGroup()

Aside from what Jonathan's concern is (optimization of an excision thorn), the 
functionality mentioned below (sync-ing a set of groups withing a single 
call) could well be used in other instances as well, e.g., to cut down 
scheduled SYNC statment-related expenses.

If the aliased function interface were available I would be more than glad to 
call it from within my source code, with no mention of "SYNC" to the 
scheduler.
