[Carpet] CarpetIOHDF5 testsuites are broken

The parameters regrid_during_recovery and  
use_grid_structure_from_checkpoint are supposed to be used together.   
Using only one of them will probably lead to inconsistencies.  The  
idea is that either Carpet or CarpetIOHDF5 should set up the grid  
structure.  Old style recovering would set neither parameter, new  
style recovering would set

Carpet::regrid_during_recovery = no
CarpetIOHDF5::use_grid_structure_from_checkpoint = yes

Yes, it did.  At least I think so.

The new recovery test case fails for me as well.  It also prints a  
warning about not being properly nested, but that is a separate issue.
