You could instead test whether F90='none', which is the standard way
of testing whether a Fortran 90 compiler is present. You could then
generate such a preprocessor definition automatically.
In the end (but maybe not in the short term), it would be best to
have such a definition in the flesh, so that the presence of F77,
F90, and CXX could be known everywhere in Cactus.
