Maybe Frank's question could also be asked as: Why don't we make 
global-loop-local the default mode (rather than local) ?

Jonathan, let's try to get this thing out very soon. I'm afraid that 
otherwise we'll run into a long email-only discussion thread again, and 
people (like me) later have to tediously gather all the relevant 
information from the email archive.
