Carpet status report

We are making some progress on the efficiency front.  The development 
version of Carpet new has some new parameters in CarpetLib which make 
Carpet run faster in parallel in the unigrid case.  We also find that 
one of the main differences between PUGH and Carpet is that PUGH sends 
fewer, larger messages.  We continue to work on improving Carpet's 
efficiency.
